Yes, Tax Title Services, Inc can be very expensive. Your other option is to get a quiet title action on the property and then you'll be able to get low-risk title insurance but you'll need to compare the cost for a quiet title action vs high risk title insurance with Tax Title Services.

Properties not sold at the California County Tax Sale are transferred to the county.Lienholders and the former owner of properties sold at the California County tax sale may claim any and all proceeds in excess of the taxes and cost of the sale. These proceeds are referred to as overages and can be a profitable way of making money.
