Graham County Tax Lien Certificates
In Graham County Arizona property taxes are billed in September and are payable in two installments. The first installment is due on October 1st, delinquent after November 1st, and the second installment is due on March 1st of the next calendar year, delinquent after May 1st.
In January of each year, tax-delinquent properties are published in the Eastern Arizona Courier an officially designated newspaper and the Internet preceeding the annual Graham County County tax lien certificate sale in February.
Anyone wishing to bid must register prior to the tax sale. To be eligible to participate in the tax sale bidders must provide the Treasurer's Office with a completed Bidder Information Card, Request for Taxpayer Identification Number and Certification (IRS Form W-9 or W-8) and a deposit of 10% of the estimated amount they intend to purchase.
Upon a successful meeting registration requirements a number will be assigned to each bidder for use when purchasing tax lien certificates.
Bidding begins at the maximum rate of sixteen (16) percent per annum. Arizona tax lien certificates are sold to the bidder willing to accept the lowest interest rate.
Upon payment of the back taxes, penalties and charges, the winning bidder will be issued a tax lien certificate or certificate of purchase ("CP") by the treasurer's office evidencing the sale of the tax lien.
Any liens not sold to investors at the auction are deemed sold to the State of Arizona. After the tax sale these CP's are available for purchase from the treasurer's office "on assignment" from the State. They automatically carry 16 percent interest, and are sometimes referred to as "over the counter" purchases.

The delinquent owner has as little as (3) years to redeem his or her interest in the property from the date the tax lien certificate was sold. To redeem the property the delinquent owner or agent must pay all delinquent taxes, costs, and interest to date.
Upon redemption, the investor receives a payment of what they paid for the lien, less the processing fee, plus the prorated monthly rate of interest that was awarded at the sale.
When a delinquent owner fails to redeem the tax lien certificate prior to the expiration of three (3) years from the date when the tax lien was offered at the tax sale, the investor may apply for a court ordered deed to the property (judicial foreclosure).
